The Sherwood Forest Homeowners Association has formally submitted a letter to John S. Lee requesting an immediate review and administrative hold related to the demolition and proposed redevelopment at 17545 Parthenia Street.

This action follows a careful review of public records, permitting information, and zoning data that raised multiple procedural and statutory compliance concerns, including but not limited to:

  • The issuance of a demolition permit prior to resolving eligibility questions

  • Potential conflicts with California SB 9 owner-occupancy requirements

  • Patterns of coordinated development inconsistent with ministerial approval intent

  • Outstanding questions regarding Z1-2438 Equine Protection zoning

  • Possible discrepancies related to transit proximity eligibility

The HOA’s letter does not take a position on development policy broadly. Rather, it requests confirmation that existing laws, zoning protections, and SB 9 requirements are being properly followed before irreversible actions—such as full demolition—occur.

Given the potential long-term impact on our neighborhood and the irreversible nature of demolition, the Board believes it is appropriate and necessary to seek clarification and formal review at this stage.

We are sharing the full letter below in the interest of transparency and community awareness. The HOA will continue to monitor the situation and will provide updates as additional information becomes available or as we receive responses from the City.
